These are in no particular order just my top favourite villains from games and films.
Sephiroth from Final Fantasy 7 - Well he had to get a mention didn't he, if not all the FF7 fan boys would shoot me. Ok he has some elements of a top villain, but really I honestly can't see anything menacing about him except his theme music. He looks devilish and dresses it but he doesn't "do" it for me, I wouldn't be afraid of meeting him down a dark alley unless he was wielding his awesome weapon. He is basically a mummy's boy who never grew up and throws a mega tantrum, no wonder Cloud got so depressed in the game. I could seriously name faults all over with FF7 since it is my least favourite FF game, but I won't this is about villains.
Maleficent from Sleeping Beauty and Kingdom Hearts 1 & 2 - Ok I know it's Disney but seriously she was a mega evil woman, even in Disney and cartoon standards. She places a curse upon a baby…a little baby, she can turn into a dragon (I can hear most men saying well all women can do that). Maleficent is just plain evil she was out for her own ends and did everything to get what she wanted, and she almost got away with it if it weren't for those meddling kids.
Seymour from Final Fantasy 10 - The guy just doesn't know when to give up; he has the look of an evil git to begin with not to mention the bright blue hairstyle. Seymour is one of the most dangerous types of villains…simply because he seems completely barmy bonkers, he is so convinced what he wants is the right thing for all mankind when everyone else knows that destroying the world is just plain nuts. He marries a girl young enough to be his daughter…dirty perv, and he refuses to go on to the afterlife. He comes back about 2-3 times which makes for some hard battles if you aren't prepared.
The Joker from Batman - Seriously the man is like Seymour, the engine is running but no one is behind the wheel. Just a regular baddie until he falls into some chemical I think, from then on his face is permanently in the state of a smile. That's creepy enough as it is but then you have the added element of him killing off innocent people, how you ask by tainting the chemicals in household products like shaving foam, soap etc. Puts me off wanting to use hairspray for a while.
Dr Hannibal Lector from Silence of the Lambs - Now this kind of serial killer is the one you need to watch out for, with the classic he is insane bit he is also very very smart. He is a psychiatrist who can delve into your mind and discover you desires and fears and use those against you, of course he has a desire to eat you but if you can get past that I'm sure he would be a very good conversationalist. I would never want to meet this man only because he can get inside your head and twist you to do his bidding if he really wanted to.
The masks from Shadow Hearts - There was no way I couldn't have Shadow hearts in here, it is one of the best rpgs I have ever played and always will be. It is a great love story full of action from the word go, poor Yuri with the demons he has to control. Now the masks are just plain annoying at first until they have Yuri's love interest Alice in their sights. After she saves his soul they soon twist it so Alice must give up her life at some point in time, it is heartbreaking especially if you have seen the true ending of this game. Now how heartless can these masks be to tear two young lovers apart…tut tut.
Imhotep The Mummy - Oh yeah he is undead now and kidnaps a young woman to reincarnate his lover from ancient Egyptian times, not only that he kills all who opened the sacred chest by sucking them dry. Not a favourable type of demise but then again which one would be favourable, he kills for love and only love he misses his lover and wants her back in his arms. He takes the heroes of the film through hell and back not to mention through the seven plagues of Egypt.
